recently, the President lifted the COVID 19 National Emergency. Does that mean that the all medical and non-medical workers can still claim their HEA from Jan2023-June 2023? Since the Emergency was lifted this July.

- All unpaid HEA for the period of July 2021 to July 20, 2023 (end of CoVID-19 PHE) shall be processed and paid even after the duration of the COVID-19 PHE subject to availability of funds and existing budgeting, accounting and auditing laws, rules and regulations.
