Hi! Good day! 

Please enlighten me on the needed requirements to exit the Philippines as an Open Work Permit holder bound to Canada. 

I have seen a lot of confusion in our pathway, Home Child Care Provider Program / Home Support Worker Program, regarding the need to secure an OEC and PDOS. 

Our pathway, which was launched in 2019 does not need LMIA to get approved, and in order to secure an OEC, we need to provide a LMIA which is impossible. Does this mean, our pathway HCCPP/HSWP are not required to secure an OEC? And PDOS?

Greetings!

Thank you for your request dated Aug 26, 2023 11:53:36 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

Your Request

You asked for OEC & PDOS for Open Work Permit bound to Canada.

Response to Request

Please be informed that as a general rule, Filipino nationals who are in possession of a valid Open Work Permit (OWP) visa from Canada shall present the following valid documentary requirements upon inspection:

- Philippine passport;

- OWP visa from Canada;

- LMIA exemption; 

- Pertinent documents related to your purpose of travel abroad; and

-  e-Travel registration

We highly recommend that you also coordinate with the Department of Migrant Workers (DMW) to confirm if they will be requiring you to secure an OEC and PDOS based on the visa you are in possession of.

Kindly take note that the final assessment of the sufficiency of travel documents, as well as the purpose of travel, shall be conducted during the actual immigration inspection at the international port of exit.

Your right to request a review

Your review request should explain why you are dissatisfied with this response, and should be made within 15 calendar days from the date when you received this letter.
