Good day!

On behalf of the Financial Inclusion Office of the Bangko Sentral ng Pilipinas, may I kindly request for a copy of the Memorandum Order No. MCL-07-015 dated 16 August 2007 pertaining to issuance of visa upon arrival (VUA)?  The Bangko Sentral ng Pilipinas will be hosting the Alliance for Financial Inclusion Global Policy Forum in September 2023 and is expecting to receive 600 international participants.  We would like consult and examine how best to advise our participants based on said document.
