Hi! I would like information on how and where to SUBMIT A CERTIFICATE OF NON-FORUM SHOPPING AND PAYMENT FEES REQUIED UNDER IMMIGRATION CIRCULAR NO. SBM-2015-010 OTHERWISE KNOWN AS BI OMNIBUS RULES OF PROCEDURE OF 2015? 

I don’t know where to pay or how. No instructions were given to me when the B.I. sent me their reply letter. 

I keep calling the B.I. but no one is answering the phone. Especially in the Legal Division so no one is providing me answers not even the internet. 

I hope you can help me.

Thank you for your request dated Nov 05, 2020 10:07:18 AM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.


You asked for What is CERTIFICATE OF NON-FORUM SHOPPING AND PAYMENT FEES? IMMIGRATION CIRCULAR NO. SBM-2015-010.

A Certificate of Non- forum shopping is a statement incorporated in a Complaint citing that complainant  certifies under oath in the complaint or other initiatory pleading asserting a claim for relief that he/she has not commenced any action or filed any complaint involving the same issues in any other court and that no such other action is pending therein. 

BI rules and regulations requires filing of a verified Complaint stating (i) the full names of the complainant and his postal address (ii) name of the Respondent foreigners, his known alias/es, if any, his given or last known address; (iii) concise statement of ultimate facts constituting the deportation offense alleged to have been committed; (iv) submit a Certification of non- forum shopping required under SBM-2015-010 Part I, Rule 1, Sec 5; and (v) comply with Memorandum Circular no. AFF-04-023 requiring payment of fees amounting to Php5,000.00 for deportation complaint.
