Hi! I would like to know grounds for blacklisting a foreigner. He's been harassing me and my partner via text messages and threats. We already reported a complain against him at the police station. But he already left the Philippines and will he coming back next week. I would like to prevent him from coming back and entering the country.

Greetings!

Thank you for your request dated Sep 22, 2023 07:26:39 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

You asked for Grounds for Blacklisting a Foreigner.


BI appreciates the information given.  BI rules and regulations requires filing of a verified Complaint stating (i) the full names of the complainant and his postal address (ii) name of the Respondent foreigners, his known alias/es, if any, his given or last known address; (iii) concise statement of ultimate facts constituting the deportation offense alleged to have been committed; (iv) submit a Certification of non- forum shopping required under SBM-2015-010 Part I, Rule 1, Sec 5; and (v) comply with Rule 19, Sec 1(a) requiring payment of fees amounting to Php5,000.00 for deportation complaint. 

You may coursed your Petition/ Request via Office of the Commissioner, Bureau of Immigration, Magallanes Drive Intramuros Manila

If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to www.immigration.gov.ph. Your review request should explain why you are dissatisfied with this response, and should be made within 15 calendar days from the date when you received this letter. We will complete the review and tell you the result within 30 calendar days from the date when we receive your review request.

If you are not satisfied with the result of the review, you then have the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011).
