A certain person was recently re-elected as Barangay Chairman of Barangay Forbes Park. We understand that dual citizens are not allowed to run for elective positions as per sec 40 of the local government code

SUBJECT: DUAL CITIZENSHIP RECORDS OF
                 (MA.) EVANGELINE TANKIANG MANOTOK

Dear Mr. Guevara:

This refers to your letter requesting for the verification regarding the nationality of (MA.) EVANGELINE TANKIANG MANOTOK.

Please be advised that the Bureau of Immigration (BI) Freedom of Information Manual provides for the Confidentiality of Records under Republic Act No. 9225 based on Section 14 of BI Memorandum Circular No. MCL-08-006 (2008 Revised Rules Governing Philippine Citizenship under Republic Act No. 9225 and Administrative Order No. 91, series of 2004), which was approved by the Secretary of Justice, to wit:

          "Section 14. Confidentiality of Records.

           Any application, documents or information given to the Bureau of 
           Immigration or any Philippine Foreign Post shall not be divulged in 
           any manner to any person or entity without the express written 
           consent of the person to whom such application, records or information 
           belongs."

Therefore, much to our regret, we cannot provide the information requested as the same can be given only upon the express written consent of the subject or upon the issuance of a valid order from the court or any investigating government agency.

Is this request offensive?

Requests for personal information and vexatious requests are not considered valid requests for Official Information.
