Permanent Residency stamp in my new UK passport.

Purpose: To improve my understanding of BI. I would welcome an explanation why this is the case.

Earlier this week I visited the BI Tacloban Office for them to place my stamp showing my permanent residency status in my new passport that I obtained in the UK following a visit to the UK as my UK passport that had previously been stamped was due to expire on 11/04/2021. I was advised by the official in the office that that they were not permitted to stamp my new passport with the same stamp that they stamped in my now old passport but I would have to go to the main office in Manila or continue carrying my old passport every time I leave or enter the Philippines. Why not in Tacloban?
