Hi, I would like to make a request to look into this person
Paul David Bliss,he is our neighbour and they always create
Trouble with her partner in our apartment complex where
We rent right now. He talked to my partner who is an 
American, if where can he ask help for his visa and passport.
He doesn't have his passport and didn't process his visa for
5 years. He is a Canadian. He is staying right now in Dumaguete Candau-ay. I hope you can look into this matter. Thank you

Hello,

I appreciate for the prompt response. Is there a way that my identity would not be disclose to the person I complained about? I'm scared for my life and family as his partner has relatives who works as policemen. And she always bring that up before when we were still talking each other. 

Thank you so much and I'm looking forward for this problem to be resolved.

Hi, now I am scared for our lives because I know they will point me once they found out that I reported the guy, and one of the tenants here said they will be moving out. All I want is just them to disappear here because they keep causing trouble. I am so sorry. But everything I said was true. So please disregard this report. Thank you so much.

Greetings!

Thank you for your request dated Nov 13, 2023 11:23:00 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

You  request for Deportation of your neighbor Paul David Bliss, a Canadian national for Undesirability. You likewise narrated that he has no passport and overstayed in the country for 5 years. He may be found at Dumaguete, Candau-ay.  

We appreciate the information given.  In order to substantiate your complaint and the speedy resolution of the same, BI rules and regulations requires filing of a verified Complaint stating (i) the full names of the complainant and his postal address (ii) name of the Respondent foreigners, his known alias/es, if any, his given or last known address; (iii) concise statement of ultimate facts constituting the deportation offense alleged to have been committed; (iv) submit a Certification of non- forum shopping required under SBM-2015-010 Part I, Rule 1, Sec 5; and (v) comply with Rule 19, Sec 1(a) requiring payment of fees amounting to Php5,000.00 for deportation complaint. 

If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to www.immigration.gov.ph. Your review request should explain why you are dissatisfied with this response, and should be made within 15 calendar days from the date when you received this letter. We will complete the review and tell you the result within 30 calendar days from the date when we receive your review request.

If you are not satisfied with the result of the review, you then have the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011).
