You asked for Abandoned Elderly- US Citizen.

Response to your request

While our aim is to provide information whenever possible, in this instance this Office does not have  the information you have requested. However, you may wish to contact US Embassy in the Philippines at 1201 Roxas Blvd, Ermita, Manila, 1000 Metro Manila. The Embassy's main telephone number is (63 2) 5301-2000. If you are an American citizen with an emergency, dial 0 to speak with the operator. We are respectfully extending our apologies because the issue of the subject elderly foreign nationals can only be addressed by the US Embassy.
