Your definition of the term "referral" violates the Data Privacy Act and The Bill of Rights - right to privacy.  Especially where it states:  "it will forward that record to the other agency to process the record and to provide the final determination directly to the requester."  Where does it provide protection of privacy?  Who  determines whether the requester has the right to acquire that personal information?  Only the data subject who owns that information can make that decision other than that, acquisition is without right.
