hello, I understand that under 47a2 visa holders, there is a usual order to leave (OTL). 

However,  I was also made aware that applications for downgrading with an OTL may submit  to the commissioner  a  motion for reconsideration  to set aside the order to leave based on the following: 

humanitarian grounds 
or
meritorious grounds.

May I know what events or instances fall under humanitarian grounds and/or meritorious grounds?

I do hope to hear from you soon as time is of the essence. I appreciate your prompt reply.
