Hello, 

Other than a receiving a copy of the Coconut Productivity and Rehabilitation Agenda (COPRA) of the DA, I would also like information on the following: 

(1) WHO is qualified to get coconut hybrid seedlings in CALABARZON? What is the definition of a "qualified" farmer? 
(2) Is there a fund for farmers who receive these hybrid seedlings, so they can continue to plant and earn from their land as they wait for 4-5 years for the seedlings to blossom? 
(3) Where do these seedlings that are being distributed in CALABARZON come from?

While our aim is to provide information whenever possible, in this instance this Office does not have the information you have requested. Please bear with us as our agency is currently updating list of FOI Receiving Officers of all bureaus, attached agencies and corporations under us. Although, PCA was already part of DA. PCA was brought back by the president just recently and we still don't have access with their information dissemination. They already have their own FOI People's Manual which will help you fast track your request.
