I must admit that your response is shocking to me. While I understand that you are just a regulating body on the financial aspect, you should be worried about seeing insurances losing money, I believe I have seen a downtrend in recent years. This would indicate that people are becoming sicker and should be an alarm signal for the government to check. Your commission is on the frontline to identify this kind of trend and advise the government accordingly.

----> I guess you already heard about HMOs abroad that do not insure a certain class (vaccinated) people any longer because of their higher risk of claiming benefits. Do you see a similar trend in the Philippines?
It would be great if you could be more proactive in your approach for the Filipino people. Step up from simply gathering data and issuing fines. It is high time that you use the data on hand to advise the government on measures to improve the health of everybody. God bless

You asked for information on HMO losses.
Response to Request
In relation to your request, please be informed that our Health Maintenance Organizations Division (HMO) Division's mandate is to examine the financial condition of HMOs and monitor their compliance with the following regulatory requirements set forth by the Insurance Commission: (1) Net Worth, (2) Acid-Test Ratio, and (3) Risk-based Capitalization. Thus, your query does not cover by the said Division.
For further inquiries, you may contact our HMO Division at 8523 8461 local 156.
If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by email at icrecords-foi@insurance.gov.ph. Your review request should explain why you are dissatisfied with this response, and should be made within 15 calendar days from the date when you received this letter. Thanks for your reply, but based on your information your commission should be abolished. If you are not reacting to signals or at least alarm other agencies of any potential damages in the Filipino population you are simply an accounting agency that consumes tax money for no reason.
I pray that your conscience will finally kick it.
