For this instance, insured would be the ones covered by a private agency such as (Pru Life UK, Philamlife, etc.).
If this isn't available, kindly let me know what is.

I refer to my letter of May 30, 2022 10:17:10 AM; about your request under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for percentage of population covered by Insurance per region.
Our response to your request is due on Jun 20, 2022 10:17:10 AM. Unfortunately, per advised of our Statistics and Research Division, it is taking longer than expected to deal with your request since requested information is for more than 5 years. Also, the reply will have to be approved by the Commissioner because the requested data is not part of the usual published reports per Citizens Charter.
I apologize for this delay but have applied for an extension so we could work further on your request. We hope to be able to send you a response on or before Jul 18, 2022 10:17:10 AM.

Thanks very much for this. Just wanted to clarify, is this the total number of insured per year?
Total number would mean that in 2015, 3492807 people were insured.
Is this request offensive?
