Your Request

You asked for HMO industry.

Response to Request

You requested for information concerning the Health Maintenance Organizations (HMO) industry from 2015-2020, in particular:

1. Industry's average financial ratios
2. Total revenue of the industry since 2015-2020
3. Number of enrollees 2015-2020
4. Market segment of the industry
5. Type of products and their percentage in terms of revenue

We regret to inform you that the data requested for items 1, 4 & 5 are not available as they are not part of the reports that are usually produced and published by the Insurance Commission (IC) through its Statistic and Research Division.

For the industry's total revenue based on the companies' submitted annual statements, please refer to the HMO industry's quarterly reports based on unaudited interim financial statements which are found at the IC’s website under 'Statistics' tab, 'HMO' sub-category (https://www.insurance.gov.ph/statistics/hmo/). You may also refer to the lC’s Key Statistical Data published in our website (https://www.insurance.gov.ph/statistics/key-data/). 

Please note that the key data for year 2019 is preliminary as there are HMO companies that have yet to submit their Audited Financial Statements.

The number of enrollees for HMO industry may also be viewed under 'Statistics', 'Key Data' sub-category. Please note, however, that the transfer of HMO from the Department of Health to lC took effect only in late 2016 (E.O. No. 192, s. 2015). Thus, only HMO data began to be included in the IC’s Key Statistical Data only in 2016 and 2017. Moreover, it was only late 2018 that lC started to make the quarterly reports on HMOs a regular part of its published information.

If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by email at rr.mojica@insurance.gov.ph. Your review request should explain why you are dissatisfied with this response, and should be made within 15 calendar days from the date when you received this letter. We will complete the review and tell you the result within 30 calendar days from the date when we receive your review request.

If you are not satisfied with the result of the review, you then have the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011).
