Greetings. 

Regarding safety of Covid-19 vaccines, If the Covid-19 vaccines are 100 % safe, why there is indemnity fund under Republic Act 11525 The COVID-19 Vaccination Program Act of 2021?

It states: "established the COVID-19 National Vaccine Indemnity Fund with PhilHealth as the administrator. The Fund would compensate persons inoculated through the National COVID-19 Vaccination Program in case of death, permanent disability, and hospital confinement for serious adverse effects."
