Dear Ms. Marasigan,

I refer to your request under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for the number of UPCA applicants in year 2021 to 2023 per region.

Since you have not provided proof of Filipino citizenship  which is required under the UP FOI Manual, we regret that in the meantime we are constrained to put your request on hold.

Article III Section 7 of the 1987 Constitution which is the basis for the requirement under the UP FOI Manual states:

“The right of the people to information on matters of public concern shall be recognized. Access to official records, and to documents, and papers pertaining to official acts, transactions, or decisions, as well as to government research data used as basis for policy development, shall be afforded the citizen, subject to such limitations as may be provided by law.”

You asked for The number of UPCA applicants in year 2021 to 2023 per region.

Response to your request

On 10 May 2023, we wrote to you requesting submission of proof of citizenship and the duly signed certification as required in the UP System FOI Manual. You were given until 2 August 2023 to respond. Since the deadline has lapsed, we are now closing your request. 

Your right to request a review

If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to <osu@up.edu.ph>. Your review request should explain why you are dissatisfied with this response, and should be made within 15 calendar days from the date when you received this letter. If you are not satisfied with the result of the review, you then have the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011).
