The Provincial Government of Pampanga is issuing quarrying permits, which I thought only cover the Pasig Potrero River. But lately, I came to realize that quarrying (not scrapping) is done at agricultural lands, which already allowed the planting of sugar cane and other crops, years after the area was covered by lahar. For us who did not allow the quarrying of our farmlands, what law would protect our lands from degradation or erosion as "SCRAPING" done to adjacent lands was as much as 9 meters deep?
