Hi! I want to request the message of Gloria Macapagal Arroyo (Malacanan Palace) to the residents of Malanday, Valenzuela about the festival. I just saw it on the book of our Church (Hearts of Jesus and Mary Parish) and I want a copy of it for our project in our school. 

And also, can i publish the file in wikipedia as image with proper citation?

Who is the person/What agency will I citate in wikipedia if you allow me to publish it in wikipedia?
