This is from the National Archives of the Philippines (NAP). Apologies for the late revert. This is regarding your inquiry about Memorandum or Guidelines for Proper Development of Institutional Archives.  You can use the Memorandum of NAP as reference for your  concern. They can be accessed  here : https://nationalarchives.gov.ph/downloads/memorandum/.  You may also look for the Issuances. The National Archives has Standard Operating Procedures of its all operations and you may have an idea about them by accessing the SERVICES portion of our website.
