Scammed for 100k, is there a way to get my funds please

I wanted to report a scam, I was promised by them that they will approve an loan amount of 85k and the fees that I paid will be returned to me. However till now I did not receive any funds and any refund. I requested a refund from them but they are not refunding me, please help me. I really need the money for tuition payment and bill payment this January before school starts. They said that funds are being held by SEC and it I want it all release I need to pay 51,000 but that is too much already.  I was scammed for a total of 100,000 .  hopefully you can help, I can provide you all evidence.

I have filed a complaint through SEC as well and opened a ticket on PNP AGC. no update yet but I am waiting patiently
