Hi I would like to report this shop or person for scamming Gls-mobile shop

After making the deal in buying a phone to this shop the shop or the owner of this online shop blocked me/us 
. After sending cash  through gcash to GOTOMEBANK from my account to this account;
Account name: francheska kaye vital from umid id 
Account #:010973539476 
After 2-3 days waiting I was blocked. 
Please help me/ us to locate/find this person to be punished by the law and give us back our money.. 
I really hope you can help us all.
