For TCT encumbrance:
"Restrictions: Except by hereditary succession, herein lot or any part thereof cannot be alienated, transferred, or encumbered within 10 years from the date of issuance of the Transfer Certificate of Title without the written consent and authority of the vendor."

In Deed of sale, it states that the vendor is NHA. TCT is issued Feb 2023. Please provide the process on getting written consent and authority of NHA. This is for purchasing the property through Pag-Ibig which requires transfers of title.
