Per coordination with the NHA Corporate Planning Department (CPD), we were informed that they have coordinated with you and that you will no longer provide the requested official communication since you already got a copy of the said policy.
As to your concern about having trouble preparing official communication, please be informed that said requirement is part of the NHA FOI process as provided under the NHA People's FOI Manual.
