I would like to request documents regarding the irrigation in Itbayat Batanes. It has been there for 2 decades and yet no accomplishment to see as of today.

1. We believe that the funds went to corruption by some politicians and cohorts
2. The site of project has been declared not an ideal site long ago by survey and yet being pursued
3. We believe that millions has been spent yet to see the actual site seems no progress happened
4. Heavy equipments and resources have been wasted and deteriorated
5. We want to know if the reports going to central office is correct or not
