Good day!

I would like to request for the legal basis where it says that a SIM card must be "ACTIVE" for it to be transferred to another network.

I have a recently expired SIM. The network has rejected my request for the Unique Subscriber Code. However, I can't see the legal basis for this. I think there's no such requirement that a SIM card must be "active" for it to be used in the Mobile Number Portability process. Could you please verify and send me the reference for this?
