I would like to inquire about the requirements for a private company/entity with no congressional franchise but has an MOA with a telco company to build, maintain, operate, and offer FTTH/Wired internet service in unserved and underserved areas. The private company/entity will only utilize copper and fiber optic cables, with no use of radio spectrum.
