This linkage should prevent the "Primary Number" from being changed unless a user submits a letter of request with documents and three government-issued valid IDs in person, making it easier to trace the individual.

If a person reports a "phone number scam," the authorities can request information from telecommunications providers. The information will be linked to the "Primary Number," and with the victim's receipt, the authorities can identify the scammer even if a dummy account and different names were used.
