You asked for a list of public telecommunications entities with currently valid CPCNs and/or PAs from 11/07/1999 - 11/07/2019.

While our aim is to provide information whenever possible, in this instance we would refer you to Executive No. 2 s.2016 section 3-4 signed on July 23, 2016. 
Further, you failed even to state your valid reason besides you are not a Filipino Citizen.
