Criteria/ Format of Valid Mobile Phone Numbers

Requested from NTC by J. Dogelio at 12:01 PM on Aug 25, 2023.

Good day NTC!
Just by looking at a mobile phone number, how do we know if it is invalid (i.e., not working at all or a fake mobile number)?
For example, a number 0999-999-9999 is invalid (?) due to its formatting (repeated digits). A number of 0954-645-98543 is invalid because it is 12 digits. A number of 0912-345-6789 is invalid (?) because it is a sequential.
Without using an OTP, how do we ascertain a mobile number's validity just by its format?
Is there a documented criteria for making phone numbers?
Thanks for the response.
