I would like to request the following information which regards on the delay Sangguniang Kabataan Fund in which it is seen as a hindrance in their position as no projects have been progressed, as there term it about to end the following year:
a) The cause of delay of the Sangguniang Kabataan Fund; and
b) when shall be the final disbursement funds for the incumbent members of the Sangguniang Kabataan to exercise their authority

Your Request
You asked for Sangguniang Kabataan Fund.
Response to Request
Your FOI request is approved. I enclose a copy of [some/most/all] of the information you requested.
Pursuant to the DBM-DILG-NYC Joint Memorandum Circular No. 2019, the Barangay will release the 10% funds once you 1) are already bonded, and 2) have already opened a current account. Pursuant to Section 3.2.2. of the DBM-DILG-NYC Joint Memorandum Circular No. 1, s. of 2019, the SK funds shall be deposited in your current account “not later than five (5) working days after the crediting of the monthly internal revenue allotment (IRA) share of the barangay, consistent with the rules and regulations issued by the Commission on Audit (COA).”
Additionally, the release of the 10% fund also varies, as there are other mechanisms or frequency of depositing the funds to your account. Please be also advised of the 3rd paragraph of 3.2.3 of the same JMC, which states that "The barangay may opt to transfer/release the SK funds earlier than herein prescribed on an annual, semestral or quarterly basis, subject to the written agreement between the barangay and the SK." This means that the transfer of funds should be mutually agreed by you and the barangay through a written agreement; such matters must be properly documented. Additionally, the transfer/release may also depend on the funds that the LGU allocates to your Barangay.
Considering the aforementioned, the possible causes of the delays in the SK Fund might be due to 1) The SK Chairperson and Treasurer have yet to be bonded; and 2) the SK and the Barangay have yet to reach an agreement with the schedule of the transfer of the 10% SK Fund.
Please note that we are only able to provide some of the information you have requested since these are some of the possible explanations of the delay in the release of the SK Fund.
