Purpose: I need clarification on whether the OSG can represent a public official who violate EO no.2 s.2016

Perhaps Atty. Calida can weigh in on this matter because I received a reply from Michael Escudero but I require a official OSG position on this, I shall rephrase the question.   A public officer, who has no jurisdictional authority on a certain issue, violates numbers 4, 5 and 6 of the list of exceptions  to right to access information on this issue - can the OSG represent this public officer who now claims he was doing his official function despite his lack of jurisdictional authority on this particular matter?   Note:  The information that was disclosed was used to vilify another person.
