Good day!

Thank you for your request. Unfortunately, we can not provide you the information you are seeking as it is covered by the List of Exceptions under National Security/International Relations.

An initial Google search also showed that the plan you mentioned was scrapped in 2016. You may ask the Department of Justice and the Bureau of Corrections should you choose to pursue this study further.
