Good day! I would like to ask regarding:

1) Is the Caballo Island available to be the site location of my thesis?

According to the proposed House Bill no.04683 - "An Act Establishing A Separate Facility For Prisoners Convicted Of Heinous Crimes", the location of the maximum penal institution is preferably within a military establishment or in an island separate in the mainland.
