complaint against Bureau of Animal Industry - mishandled process of import permit

We wasted Philippine Airlines ticket that costs 1,000 USD when BAI officers mistakenly rejected our import permit. 

We submitted 3 times with same documents and they have given us different rejection reasons on that same documents.

I called from Bangkok to Manila that costs me $100 usd just to let them thoroughly checked and approved the permit, admitting that it's their fault. 

We missed our flight and has overstayed one month in Thailand. I can't just let this slide. I have not heard any apologies from the officer after the incident.
