Good day.  We bought green hcfc123 extinguishers last June 2020.  For  the renewal of our business permit this coming year we are told to have the extinguishers  to have the devices refilled.  The devices are unused, the pressure is in the green level of the pressure sensor.  The supplier insists that to be recertified they need to refill ++ the devices before getting recertified.

We bought the green devices because the chemicals do not expire and is therefore more environment friendly and the recertification is for much longer than this.  What can we tell and insist on our supplier ?
