Dear Ms. Beros:
I refer to my letter of Apr 02, 2023 12:06:10 AM about your request under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for Records of Online Assistance of Fake TIN ID.
In reply, please be informed of the Revised People's Freedom of Information Manual for the Bureau of Internal Revenue, Chapter VII-Standard Procedure for eFOI Requests, Sections 21.2 and and 21.3 (d), quoted as follows:
Section 21.2 - the purpose of the request for information shall be specific or adequately and sufficiently described. General averments of the purpose such as "for information", "for research", for legal purpose", or other similarly worded purposes shall not be considered to have met the requirements of specifity.
Section 21.3 (d) if the requesting party is a natural person who is a member employee, affiliated with or related to a juridical entity, company or organization, and the request is made not in behalf of such juridical entity, company or organization but arises from such membership, affiliation or relation, such other sufficient proof of authority or affiliation;
For example, for student, a copy of the valid school I.d. and written indorsement of the supervising teacher/professor/instructor.
In addition to your request for information, the Bureau of Internal Revenue (BIR) has no central records of the number of fake ID cards that have been monitored and/or surveillance and entrap by the concerned Revenue Regions (RRs) and Revenue District Offices (RDOs). Kindly be more specific on the region/place of your request.
