I have fulfilled all the requirements for the deed of donation to the barangay, with a special power of attorney given to my senior Aunt. On the day of compliance, we made a payment of less than 30K as advised by the BIR, ensuring it was paid to the bank before the October 5 deadline. However, due to accessibility issues, we were only able to file online October 7. Now, the BIR is requesting an additional 30K before releasing the E-Car. Is this standard procedure for land donation? This places an undue financial burden on both the owner and the barangay, making it difficult to manage.
