Dear Mr. Neri,
I refer to my letter of Sep 12, 2021 08:50:52 PM about your request under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for 2316 Income Tax Return.
In order for us to work further on your request, we need more information from you regarding your query. Kindly provide us the following details:
- What ITR did you file from 2017-2020? Was it 1700 or 1701?
- Where did you file your ITR, what RDO are you registered with?
- Your TIN (if self-employed)
- If employed, please indicate your employer’s TIN, RDO no., business name & address
- Tax Return Confirmation Receipt (if your ITR were filed online)
Also, kindly provide us your contact number, two government-issued IDs, and your selfie picture, as proof of your identity and email it at ana.marie.du@bir.gov.ph. as this contains sensitive information.
Furthermore, please be informed that the ITRs that we have in our files are those returns that were filed and paid over-the-counter through our various Accredited Agent Banks; however, for no-payment returns that were filed through our eBIRforms and EFPS system, we do not have the hard copies of these returns on file.
If you have been employed, and whose income tax has been correctly withheld by his employer, you are not required to file an income tax return provided that you have only one employer and has been qualified for substituted filing for the taxable year - the Certificate of Withholding filed by your employer, duly stamped "Received" by the Bureau, shall be tantamount to the filing of the income tax return.
During the period of us awaiting your reply, your request will be put on hold. If we do not receive a reply on or before Dec. 06, 2021, 05:01:40 AM, your request will be closed.

If the employer is registered with RDO041 Copies of Certified List of Employees Qualified for Substituted Filing of ITR (Annex F) and Certificate of Compensation (2316) for the years 2017-2019 were already archived and no longer available in our district.
As per our Integrated Tax System, taxpayer changed his registration from Local Employee to Professional dated November 22, 2019 and as per verification no ITR (1701) was filed in our district from taxable year 2020.
