To the BIR agency,
I am a student undertaking a Bachelor Science of Accountancy, and I would like to formally ask to obtain the data information regarding all BIR form number tax returns from 2018 to 2022 similar to what I found in BIR official website link: https://www.bir.gov.ph/index.php/bir-open-data.html
Particularly under BIR Tax Statistics subsection [E]
But, I would also like to request additional criteria account by Quarterly>Region> RDO
[PREFERABLY] NCR, Region 7, Region 9, Region 10, and Region 11

Further, kindly please include also the information on the tax return filed for the personal graduated income tax to its respective brackets and its related number of taxpayers filed
I would also like to determine the number of minimum-wage taxpayers following the criterion requested earlier Quarterly>Region> RDO whatever it may apply

I have further elaborated my query in the abovementioned as I found my earlier statement was only the general criterion to grasp. I hope you could find the tabulated format I have made clear.
But I still preferably wish to determine these regions as the priority: NCR, Region 7, Region 9, Region 10, and Region 11 as this will be for my academic research

Per our phone conversation today, January 5, you were apprised that your request and/or concern shall be endorse to the Research and Statistics Division (RSD) for consideration and appropriate action. The office concerned can only provide you the information on the Number of Tax Return Filed per Revenue District Offices (RDOs).
On the other hand, other information that you are requiring from us are prohibited and cannot be processed considering that the information requested is protected under Republic Act No. 10173 or the Data Privacy Act of 2012.
We received your request on Dec 30, 2022 and will respond on or before Jan 20, 2023 05:34:17 PM, in accordance with the Executive Order's implementing rules and regulations.

Good day!
to whom it may concern,
I am exercising my rights as a citizen of the Philippines herein attached link stating "Data Privacy Act of 2012 cannot be used by government officials as protection against the Freedom of Information." Further, "It also added that Data Privacy Section (7) of the FOI Executive Order, “is not intended to shield government officials but is for the protection of any personal data that may be contained in government records that is not relevant to the freedom of information request, particularly when it affects private citizens"
As far as I'm concerned, the data I was requesting is only collecting the totality amount per BIR forms collected by respective RDOs as found in my file. Likewise, the data to be gathered is only to be viewed macroeconomically as intended for my academic research. In light of my rejected request, my research may not be able to achieve its intended outcome as it lacks the primary data where the market study will be vaguely inaccurate for my sample.
Lastly, the data to be collected does not impair nor compromise any personal data from any of the private citizens or juridical entities. But only to gather data on the amount collected of its respective RDOs which is government data that should be exercised with transparency.
Therefore, in exercising my citizen rights I humbly request the data to be gathered strictly intended for my academic research.
