The TRAIN (RA No. 10963) law has been implemented with the provision of exempting purely Electric Vehicles from excise tax. 

Is the BIR the responsible agency in implementing the regulations? BIR's RR 25-2003 also indicates that DOE is responsible for determining such vehicle classification.
If yes, are we looking forward to have these implemented very soon despite the law has been in effect already?
What is the status?

Hello,
Supplementary to my original request, I had an answered FOI request from DOE under #DOE-960402472284. Quoting DOE's response: "The result of the stakeholders' consultation made DOE submit its position on its role under the BIR Revenue Regulation No. 5-2018 and await for DOF's comment/concurrence. Thus, currently there is no issuance of Department Guidelines on the said BIR Regulation pending the legal review of BIR and DOF."
DOE's meetings with stakeholders' happened on both 21st of March and May 2018.
With this information coming directly from DOE, it seems like the ball is already with DOF and BIR to come up with their findings and resolution.
Kindly advise on the details and status of this regulation as its expected completion and implementation.

The TRAIN Law has been in effect since January 1, 2018. So exemption of purely electric vehicles from excise tax upon removal from factories are in effect as of that date.
