May I request for a complete set of Revenue Memorandum Circular No. 23-2000? I am a Revenue Officer and hoping that this revenue issuance will help me on conducting audit. The RMC is no longer available in the BIR Website. Appreciate your prompt response on this matter. Thank you very much.
