Hello! I would like to know the following for my academic research:

1.) What drives/triggers initiation and carrying out an order to conduct tax mapping by tax authorities in various localities?
2.) How do tax authorities determine when and why a particular location is under tax mapping operation?
3.) What is the legal basis for issuing an order to conduct tax mapping by tax authorities?
