Good Day! I would like to request the list of Micro Business Enterprise who are using eBIRFORMS in RDO-17B Philippines.

In case you cannot disclose the list due to privacy concerns, will it be possible to know the number of MBEs that are using eBIRForms?

Dear Ms. Vital:

I refer to my letter of Oct 26, 2023 03:20:13 PM about your request under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for RDO-17B list of e-filers (eBIRForms).

In reply, please be informed of the following pursuant to Section 21.2 and 21.3 (d) of Chapter VII-Standard Procedure for efOI Request:

Section 21.2 - the purpose of the request for information shall be specific or adequately and sufficiently described. General averments of the purpose such as for information, research or legal purposes or other similarly worded purposes shall not be considered to have met the requirements of specificity.

Failure to specify the reasons for or purpose of the request for information shall be a ground for denial of the eFOI Request.

Section 21.3 (d) - If the requesting party is a natural person who is a member employee, affiliated with or related to a juridical entity, company or organization and the request is made not in behalf of such juridical entity, company or organization but arises from such membership, affiliation or relation, such other sufficient proof of authority or affiliation.

In this regard, you have to attach scanned copies of the valid school I.D. and written indorsement of the supervising teacher/professor/instructor.
