An NTRC journal from 2014 mentions that the ninth digit (the digit before the branch code) of a taxpayer identification number (TIN) is a check digit.

if that is the case, how is that computed? (The formula)

or if that is not the case, is the ninth position sequential?

With regard to personal data, NO TIN of a taxpayer shall be disclosed. Only the formula in computing the purported check digit, if that is the case.
