Hi, We filed for CAR on March 24 2022 with CS no 14594 for title transfer from Sps Bacena to Mr  Payas. It has been past the maximum period of 20 working days from the submission of complete documentary requirements as indicated in Revenue Memorandum Circular (RMC) 48-2018 and way beyond the  5 working day period prescribed by Revenue Memorandum Order 41-2016 . May I ask the factors that takes the processing too long.
