I'm Lorna Canlas, working abroad with my husband Ronaldo Canlas. I would like to request a Tax Exemption Certificate for OFW because it is one of my daughter's scholarship requirements (Roniella Liezyl Canlas). My husband and I already know that we can only get the certificate through the BIR office in the Philippines along with the requirements. However, my husband and I are here in Dubai, and my daughter is also here; we can't comply with all the requirements because my daughter returning flight is in August, but the certificate is needed in the last week of June.

Greetings!

Thank you for your request dated Jun 09, 2022 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

Your request for a Tax Exception Certificate.

You request for a Tax Exemption Certificate.

You request for a Certificate of Tax Exemption.

Provided hereunder are the Checklist of Documentary Requirements (For those Persons with Low Income/No Income) who may want to avail of the Scholarship and Job/Livelihood Programs:

1. Certification of Low Income/No Income signed by the
Barangay Chairman of the place where the applicant
resides; (1 original) -  Barangay
2. Duly Notarized Affidavit of Low Income/No Income;
(1 original) -  Taxpayer/Notary Public
3. Proof of Payment of P100.00 Certification Fee and
P30.00 loose Documentary Stamp Tax. (1 photocopy) - Collection Section of the Revenue District Office (RDO) having jurisdiction over the place of residence of the applicant/taxpayer.

Additional Documents, if applicable to the following cases: If transacting through a Representative:
Special Power of Attorney (SPA) executed by the
taxpayer-applicant; (1 original); and
Any government-issued ID of the taxpayer and
authorized representative; (1 photocopy).

Note: IDs shall be presented and should be readable,
untampered and contains consistent information
with the documents presented upon application.

Dear Ms./Mr.,

Thank you for emailing earlier as possible, but as I stated in my message, I can't comply with all those requirements because I'm here in another country (Dubai), I'm currently working here right now. My daughter (Roniella Liezyl Canlas), the one who needs the Tax Exemption Certificate for scholarship requirement is also here in Dubai that's why she cannot compile those requirements that you needed. We only need is the Tax Exemption Certificate for OFW, and we can only give you is the OWWA membership.
