Hi! I would like to request for another copy of the Certificate Authorizing Registration with number 164388 that was paid on the date of 12/29/97. 

The original copy was lost through the years because the related documents was passed down to different heirs when the person who has it dies. 

I would like to request this document, if possible ASAP, so that the related properties can be transferred finally and prevent this situation from ever happening again.

Response to your request
We were able to determine that your request cannot be counted as a valid FOI request as this is part of the frontline service of the BIR, hence, your request is denied.

please be informed that all manually-issued CARs that are either due for revalidation or has not been presented to the Register of Deeds (RD) within the validity period and manually issued CARs with partial transfer of properties as prescribed in existing BIR issuances are considered expired manual CARs already and, as such, shall no longer be valid for presentation to the RD. The said CARs shall be replaced with an eCAR by the concerned Revenue District Officer (RDO) or LT Division who issued the CAR upon presentation of the expired manual CAR.

It was BIR Gumaca Branch RDO61 that suggested that i take this route. Simply because the only remaining document i have in my possession is a photocopy of the manual CAR that was issued a long time ago and A certificate issued by the BIR saying that there was payment made. No other requirement was handed down to me, including but not limited to the Extra Judicial settlement used to apply for the Manual CAR. If you're denying this request then the only recourse i have is to pay again the estate tax that has been paid already. Where i will have to file a complaint to the BIR HQ and the Presidential Complaint Center. Since this is the only recourse i have left.
