Good day! This has reference to Executive Order No. 720, s. 2008, "Establishment of a Government-Nongovernment Partnership in the Accreditation of Donee Institutions Relative to the Tax Deductibility of Charitable Contributions Under Section 34(H) of the National Internal Revenue Code, As Amended". We are researching the tax exemption of NGOs in the country, and as such we are looking for the implementing rules of the said EO. However, we cannot find any document relative therefor on the website of the Bureau of Internal Revenue.

May we request a copy of the said document? Thank you.

While our aim is to provide information whenever possible, in this instance this Office does not have the information you have requested.

Executive Order (E.O) per Article VII, Section 1, of the 1987 Constitution vests Executive Power on the President of the Philippines. Kindly submit your request to the Office of the President, you can visit their website at www.officialgazette.gov.ph for the abovementioned document.

Dear Ma'am,

Per Sec. 5 of the said EO, "The DOF, through the BIR, in coordination and in consultation with the concerned government agencies shall issue the necessary rules and regulations to implement this Executive Order." 

In this instance, the BIR and the DOF have jurisdiction over the issuance of the implementing rules and regulations of the EO. As such, it is only appropriate for me to direct my inquiry to the said government agencies. I have attached the EO for your easy reference.

In this respect, I am praying for the reconsideration of my request. Thank you.
