A pleasant day! I am Loreto C. Eleccion. I messaged to request my Certificate of Income Tax Withheld on Compensation or BIR Form 2316. My daughter is applying for a scholarship program for college, and she needs the certificate in the process before December. I will truly appreciate it if I get the certificate before the said date.

Greetings!

Thank you for your request dated Oct 16, 2021 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

Your request

You asked for a Certificate of Income Tax Withheld on Compensation or BIR Form 2316.

Response to your request
Please be informed also that our office is constrained by rules under Sec.13.4. a, Standard Procedure for FOI Request to wit:” The requesting party shall attach to his or her FOI request the following:
a.	At least two (2) valid government I.D.s containing the photograph and signature of the requesting part) 
As you did not attach two valid IDs with your birthdate and picture as proof of your identity and other contact details, hence, your request is denied.

However, it is advised that you better ask for a copy of your 2316 directly from your employer as they are the main source of such documents. It is also mandated by law that every employer shall issue BIR Form No. 2316 to every employee before the close of such calendar year, or if employment is terminated, on the day on which the last payment of compensation is made.
